I believe that to be at least partially true. When the virus first enters the body, there is little chance of spreading but as the virus replicates itself, symptoms develop and the victim becomes contagious. As the virus continues to replicate itself, the person becomes more contagious up to a point. A some point the virus stops replicating and the person becomes less contagious. This is in the final stages of the virus.

It still let people in via checkpoints. They are credited with success for:

Basically exactly what we are doing. Except of course I doubt we've had any assistance from WHO or DWB.

20 people infected, eight died, that 40% kill rate I believe. Not bad but looks like we are going to beat it.

There's been 8 cases treated in the US and so far only 1 has died. It the rest survive, then the death rate is looking like 12.5%. I suspect the death rate will end up being lower as we get better at early diagnosing and treatment. Also, the CDC has several experimental anti-viral drugs under consideration.
Actually, I re-read how they counted the survival rate. The initial patient that went to Nigeria with the infection was not counted, only those subsequently infected.

If you count our cases the same way, we have a 100% cure rate (if the two nurses are cured, which looks likely).

Families members don't turn to a funeral home or crematorium to take care of the bodies. They do it themselves.

Relatives personally wash the corpses of loved ones from head to toe. Before scrubbing the skin with soap and water, family members press down on the abdomen to excrete fluids still in the body. A mixture of camphor and water is used for a final washing. Then, family members dry off the body and shroud it in white linens. It's hard to imagine a more effective way of spreading the virus.

To be clear, here are the facts:

Ebola doesn't pass easily in the early stages of infection. This is why Duncan's family isn't infected, nor are the EMTs who transported him to the ER after he threw up blood.

Ebola is highly infectious when a patient is in the latter stages of the disease and immediately after the patient has died. This is why two nurses got infected despite isolation procedures. Which they obviously screwed up.

To say in a blanket statement: "Ebola isn't very infectious" is wrong. Likewise to say: "Ebola is highly infectious" is wrong as well.
