The programs state government and court will cease to fund, but state government and courts will demand local governments continue to fund.

Then he won't achieve any budget cuts for those services.
You don't know that. It might be cheaper this way, they might use less funds than the state, he might give them less funds to operate on. Answer, you don't know that.
The question is, if he were the president passing the budget items down to the states, could they do it cheaper. And can he balance the CA budget and put himself in line for the presidency? I think he can.
