What I found odd is that they have 10 people for 1.3 sq miles. Do the meter maids ever walk more than a block?
Guess you don't know much about staffing and distributing labor hours. I don't know the actual schedule they use, but let's say they have people on duty from 7 am to 9 pm Mon-Fri, and 8 am to 11 pm on Sat and Sun. Two people start first thing in the morning, and leave after 8.5 hours (3:30pm on weekdays, 4:30 pm on weekends). The second pair comes in at 12:30 pm on weekdays, and 2:30 pm on weekends. The small window of overlap allows the extra manpower to hit the peak of the middle of the day rush, and a smooth shift change transition. This is a total of four workers each day, most of the day only being covered by two people, and requiring a total of 10 full time employees working 40 hrs a week. Sounds pretty reasonable to me.
