what is so difficult about becoming a US citizen legally?

If you have money, you get in no problem.

If not, the door is pretty much closed because otherwise 2 billion poor people would pour into the US. Is that what you want?

I've watched several friends who were well off try to get citizenship legally. Money does not get you in. Maybe it's who you know. I have no idea. But I'm certain money doesn't do it.
