Not per-say, but it was the potential encroachment of NATO that did. Putin and most Russians believe that only Ukraine is preventing Russia to be a front-line state.

Every country has the right to join defensive alliances. Russia’s neighbors have plenty of reasons to fear Putin’s expansionist tendencies. Russia and Putin have no right to dictate Ukraine’s choices when it comes to Ukraine’s national security. Russia especially has no right to invade Ukraine and Georgia and chip away their territories.
