It is the president who makes the budget, and Congress just approves it.
And Reagan is famous for his $7 trillion SDI deficit, which is about $30 trillion in today's dollars.

The actual Reagan deficit was less than half that.
It was actually only $2,857,000.
However, that was from 1982 to 1989, so to adjust for inflation, you need to multiply it by 2 or 3.
There really was no excuse for any deficit spending back the, since there was no war going on or epidemic.
The deficit spending was entirely for things like SDI, designed to frighten the Soviets into going broke, trying to keep up.

Actually Kennedy was fairly right wing.
It was Kennedy who really committed the US to the war in Vietnam, the blockade of Cuba, and put nukes in Turkey, aimed at Russia.
