You keep missing the fact that EMPs using a nuclear device is still a nuclear attack. Are you dense or unable to grasp the concept? An EMP attack will be responded to the same as any nuclear device.

I'm not denying using nuke for an EMP isn't a nuke attack. I'm pointing out it is a use that few(none?) here mentioned or considered, AND it can be a more 'cost effective' use if one has a small number of nukes to use.

Part of reason to use a nuke for EMP attack is how it might degrade the other guys ability to respond.

Also, Islamic Jihadist ~Fundamentalists/Extremists, are thinking in that form of rationality. They are on a mission for Allah and being a martyr in the process gets a faster ticket to Paradise and better rewards there.

Smaller nukes do not produce an EMP and you have to get them to an altitude over the target which few countries can do. The end result is the same which is why their existence is completely irrelevant. Do you get that part now?

My briefings were that it depends on how constructed for energy focus(type) of the blast*, along with yield/size of blast. Most ICBM type missile that can get to sub-orbital height will be at the altitude desired.
Iran's missile are copied from Chinese and North Korea designs, and Iran might be able to purchase from others as well.
My training was to avoid underestimating your (potential) enemy.

Something similar built to produce the needed EMP could be a goal of a rogue nation like Iran or North Korea.

It seems very dangerous strategy. To hope for a regime change, by attacking a country and taking out leader in that country - it's just as likely to make people rally together against the external enemy, especially when its their long-time nemesis of Israel-America. Plus they have a growing alliance with Russia & China to back them up and the BRICS economic group.
