Before the V-1 was designed the Germans were making what the British called "tip and run" raids, a pair or section of fighter bombers making a high-speed, low-level attack then fleeing over the channel to safety before RAF fighter could be vectored onto them by Chain Home. First, you didn't include a link to the information and second, modifying weapons is standard procedure for government contracts.
