No it is not. You are comparing apples to oranges. And the economic multiplier is not a reason to advocate giving money people earned to people who did not earn it. In order to make UC "solve simple poverty" you would have to use tax dollars to fund it. Which would mean raising taxes. So the people who work have less of their own money.

No, it does not. The law is still employment at the will of either party. And either party can still end the relationship at any time.

There is no legal work requirement in an at-will employment State. And, you don't get to appeal to ignorance regarding economics.
