Christopher Walken is one of my acting favorites, so any of his villain roles is my first thought. Tywin and Cersei Lannister and half of Game of Thrones is another villain option. Any movie about an empire could have some global scale villains, with empires' legacies of mass murder, slavery, oppression, and extortion.
