There are no constraints for spending, nor does taxation have anything to do with spending.

The Federal government will spend an "x" number of dollars regardless of money it brings in. What money they don't bring in to pay for things they simply have the Fed print.

But no matter how it is used, the buck stops at the desk of one person, who can be held accountable by the people and The Congress can override each veto imposed by POTUS they want restored, keeping the people informed on what has become a secretive process.

Done in the daylight with full exposure such a process would inform the public and constrain the power elite.
