What’s wrong with this job?

I'm a bit confused about this;

So the requirement is 2 years design experience and an AS in Engineering Technology.
But you note that "This is a mapping job, not an engineering position."

Perhaps things have changed but my understanding is that engineers design and have at least an BS degree in engineering specific to the engineering discipline.

What is your definition of "design"?
I’ve never liked that word “design” but it’s the word the company uses. Basically they’re looking for 2 years of work experience in either GIS (SmallWorld or ESRI) or AutoCAD. Preferably both.

This is an entry level mapping position. It’s NOT an Engineering or Design position.
 
There is only so many people out there who are qualified for the job. They would have to be fucking stupid idiots to take a job that pays less than what they can make somewhere else
With thst degree and only 2 years of experience they’re not going to find a better option, pay or benefits-wise. Not for mapping work. Not in this part of the country.
 
Again, for clarification, this is a mapping position. It does not involve any design engineering work. We maintain the mapping systems for a large electric utility company. We only work with the Design or Engiidepartnents in a complimentary manner, not directly.
 
My department at work has posted a new job opening and after three weeks hasn’t had a single response. It’s posted on all the major job boards and websites. I’m trying to figure out why we’re not getting any interest. We’ve never had trouble filling this position before. Here’s the abbreviated job description…



This position offers WFH and flexible schedule options after initial training. Benefits include: employer healthcare, 2 weeks paid vacation, sick time, 401K program, Pension, paid holidays, etc… It IS a Union position with progression and bidding rights.

Not sure why suddenly nobody seems to want the job when just a couple years ago we had an over abundance of candidates.
Now tell us why?
 
Could it be;

1. The supply of people specifically qualified for that position is not there.

2. The pay scale is not in line with the regional cost of living.

3. The job description is misleading qualified candidates to disqualify themselves before even applying.

$38.40 for an entry-level position isn’t enough? Too bad. That’s a contractually mandated rate. Current rate for the ultimate progression job on the roster is currently $44.53 an hour. 3% contractual raises through 2025.
Anyone who turns their nose up at a starting job with that income is a sponge. They would rather stay home and collect the dole than go out and be responsible for something. This is a generation that believes they are entitled and the world owes them something.

I find it difficult to believe "hasn’t had a single response".
That’s what the current Dept members have been told by the Company. I have no reason to doubt our Supervisor. He wants the job filled ASAP as much as we do.

AutoCAD is a very common piece of CAD software. It’s pretty much the Indio standard. They’re not being specific on which GIS software they want.

We don’t have the time or the capability to train on both of the major software platforms we utilize. There’s a pretty steep learning curve for this position. It’s pretty much all OJT while you’re doing work.

We don’t have a corporate training program for our Engineers or Designers, they’re definitely not going to “waste” (their word, not mine) money on a training program for our department.
 
We have no idea. When we posted for two of these positions in 2018 (at a lower pay rate), we had more than a dozen internal and external applicants.

Under general supervision, perform all aspects of planning and completion of electric GIS/CAD projects. The preparation and perpetuation of standard maps and records of all electric facilities with physical plant.

Key Accountabilities

  • Perform and complete GIS/Tabular 'As Built' design changes for construction and confirming work requests
  • Perform and complete all types of GIS File Manager Model changes and CAD map/drawing changes
  • Modify feeders configurations within GIS in support of facility betterment projects, feeder rearrangements and switching
  • Produce and maintain GIS Map Products utilizing GIS mapping tools
  • Produce and maintain Non-GIS Maps/Drawings utilizing CAD Applications
  • Assist with the design of Conventional Manhole, Duct and URD Systems utilizing GIS/CAD Systems and perform GIS/CAD 'As Built' design changes
  • Provide mapping support and coordination for various initiatives
  • Perform queries of the GIS data model in support of specific asset data requests
  • Provide support to the Regional Control Centers to ensure accuracy of EMS/OMS/DMS and GIS Systems
  • Record on appropriate prints or drawings additions and retirements of facilities as shown on construction and retirement orders and associated completion reports
  • Analyze completion reports and reconcile with information added to or removed from the prints or drawings relating to any asset classes
  • Check construction and retirement orders together with their completion reports in the field against the actual installations and retirements of equipment
  • Ordering and distributing to various departments, prints prepared from standard maps
  • Taking field measurements and physical inventories of electric production, transmission, and distribution plant
  • Check construction and retirement orders together with their completion reports in the field against the actual installations and retirements of equipment
  • Make periodic check of plant property records with physical property in the field
  • Assisting higher classifications with work assignments.
Qualifications

  • Documented experience in both cartography and geospatial analysis Preferred.
  • Documented 2 years of experience in Microstation/AutoCAD applications Required.
  • Satisfactory completion of a validated aptitude testing, as determined by the Company
  • Ability to undertake technical work, requiring a limited amount of technical guidance and supervision
  • Proficiency in MS Office Applications
  • Self motivated, taking responsibility for work, supporting it from start to finish
  • Interpersonal and communication skills with the ability to work within a team environment and to interact effectively with all company personnel
  • Must be able to respond off hours for planned or emergency overtime
  • Ability to handle contacts with other districts and departments in connection with job duties
  • Ability to read maps and construction drawings and knowledge of equipment and materials used in electric plant facilities
