The Constitution decides, and DC cannot become a State.
That's both true and false

"DC" as in the buildings that make up the seat of government can not become a state....but the area that makes up that grouping of building is only mandated as not LARGER than 10 sq miles. The original 10 sq miles has already been reduced and can be again.

The newly "excised" area CAN become a state. One that would have a population larger than Wyoming


And the remaining "seat of government" would still have 3 electoral votes as per the 23rd Amendment. This would just add more electoral votes to the Democrat total.

IF both areas become states, Democrats would hope to increase the Senate by 4, and the House by either 2 to 4, depending on how many seats DC be allowed.

DC would probably only get one Congressional Seat, because that's what states of the same size get.

PR might be different. They are between Utah and Iowa, both of which have four seats in Congress.

Here's the thing Joe. None of the citizens want to leave because of all the Federal Money there. The Feds vote in billions for the city every year. Other cities are more on their own.

If this were to pass then people in states that want to join others must be subdued and a movement to start new states from what they were part of. So Western Washington St. and Western Oregon or the counties away from the coast become two brand new states. Northern California and other areas away from the coast become new states. $ new Prog judges.....When the time comes...6 new Repub judges. Civility has gotten Repubs nada. And combined with not keeping some promises the United states is on the verge of becoming something that will not be nice to all of the people.

I doubt that they would ever be able to do that. Suppose, for a second, that in 2024, Donald Trump promises increases in welfare and other giveaways for the huge, failed, supercities? All the things that libs have promised for years. Do you really think that DC and NYC and LA would go for The Donald? I doubt it, but maybe I'm wrong.
