Does Washington DC need to be any bigger than this?

Rather than DC statehood, just reduce DC to this area and give the rest of the land back to MD; the people thee will become residents of the state of Maryland and enjoy full representation in Congress. Of course, the electoral college will need to change, but that's OK.
