Even IF there was a problem that large, it must be weighted against expected vote suppression by the means to address it. Because vote suppression can also determine elections (which is why politicians often support these crude fixes to even most minor problems)

1 illegally cast vote can possibly (even if incredibly unlikely) change an outcome of an election. but that doesn't mean we should fix that by preventing 1000 legitimate votes from being cast.
