Ms Gabard is a thinker, someone capable of reflection, contemplation and reasoned conclusions. This is not the way American politics work. Voters seem incapable of it and politicians refuse to do it. Those such as Ms Gabard are thus "outsiders" and have little chance of getting anywhere.
