In various regions of the globe, crude oil emerges from the earth as a clear, flowing liquid. At times, it appears green. Other times, it manifests as a heavy, thick, viscous substance; as you said "low-grade sludge".

Oil producers categorize these different types as light, medium, and heavy. The first crucial point to understand is that the majority of America's refineries are designed to process the heavier varieties. In simpler terms, for America to ensure its vehicles are supplied with gasoline, it requires heavy, viscous crude. Given that it would take an enormous investment, amounting to billions of dollars, to modify refineries, there is little desire to undertake such an endeavor in the near future.

The second important fact is that the overwhelming majority of oil produced in America, a result of the shale revolution, is light crude. This means that America's refineries are not suited to handle most of the oil that is produced domestically. Consequently, despite the fact that America theoretically extracts more crude oil than it could ever require from its own lands, it remains entirely reliant on imports to satisfy its need for heavy oil.

A significant portion of American crude is sent abroad. Furthermore, America imports over 6,000 barrels of oil daily to supply its refineries in Texas and Louisiana with the heavy crude they can process.

This situation leads us to Venezuela, which, along with Canada and Russia, holds some of the largest reserves of heavy oil in the world. Currently, the majority of American oil is sourced from Canada; however, should Donald Trump wish to reduce dependence on Canadian crude, he is acutely aware of the substantial reserves available just across the Caribbean, which could serve the refineries in Texas and Louisiana.

I propose that fentanyl be reclassified to the same legal status as marijuana, allowing for the possibility that all addicts may overdose, thereby eliminating the financial burden of incarceration or rehabilitation and the need for another war; obviously.
