The problem is being continually addressed. You can't fix everything. America is armed to the teeth, but you have on average one mass shooting a day. Guns are not solving your problem. I do not fear guns. They don't particularly bother me. You have a fear of your own fellow humans beings. I generally don't.

If anything people should be even more armed. If the shooter knew that EVERYONE around him was armed, he may not have done it. If everyone is armed and someone pulls a gun with intention to do a mass shooting, they'll be shot dead on the scene and rightfully so by someone around them. Without being well armed in public you are a sitting duck to criminals who are armed.
The terrorists would likely just change tactics if they knew they could only kill a few Jews before they themselves were killed; driving a vehicle into a crowd for example or setting off a bomb.
