Some of them do, and you know it. Some of have paid more taxes than you. How do you propose we avoid punishing these people? Should we keep some kind of taxpayer balance, so we an distinguish between the "takers" and the "makers'?
Very few do. You have to make a pretty good buck in this country to pay actual income taxes. And I doubt people on welfare ever elevate themselves to that status. Some? Perhaps, but not many.
You see people who do end up on these programs are not responsible people in the first place: having children they could never afford to feed, dropping out of school, taking illegal narcotics that prevent them from getting better paying jobs. It's unlikely they will make it to our top 55% of wage earners in this country.
