How was the USA arming Iraq and selling them the means to make chemical and biological weapons benevolent? Other than the profits made by US and our Allies companies that is. It was certainly malevolent for Iran during the war, and then Iraq when we used the very weapons we supplied them with, as a pretext to invade. How many people were killed by that policy decision?

If we were very restrained, we would have used other means, rather than going to war, against and "imminent" threat, that could not be imminent for years to come.

In 1982 the Raygum administration remove Iraq from the nations who support terrorism, which opened the door for our allies to sell US technology and transfer weapons to Iraq to use against Iran.
