A grand jury, made up of more than a dozen voter civic-minded enough to volunteer to serve long term as guardrails to prevent unfair prosecutions, and hailing from the Blue State of Virginia (Commonwealth, if you will), decided two things:

1) there was enough evidence of Comey's crimes that a conviction in a criminal trial was likely,

and

2) that the alleged crimes were serious enough that they warranted such a trial.

The resurgence of fascism in the US, and around the world, isn't tied to any particular party. Some people just get off on authoritarian government. Not sure why.
