In Fact, on Page 14 of the most available document, in Part 5, the use of the Obama Stimulus, "Refundable Tax Credit" concept is centerpiece--if not so described. A credit is made available, beginning of each month, to subsidize the actuary of age-computed health plan rates.

Obama-Biden probably could have come up with that themselves, and saved boatloads of time and attention--week after week, month after month, year after year: On Crazy-Quilt exchanges and other regulations.
