Government doesn't outsource anything. Private companies decide to outsource their work. In a free country, government doesn't prevent or penalize industries decisions. Again, that's what dictatorship governments do.

The business of America is war. . . and, in the end, making equipment and supplies, technologies, and the like, to suppress demonstration and revolts for freedom and sovereignty. We know where tax increases on the wealthy would go, to more imperialism, and more social control. Would they ostensibly "help," the poor? Maybe, but it would come with so many strings attached, most of the poor would feel like prisoners in their own nation.
We look at how the blue states treat their citizens in this "crises" vs. the red states, and it is like children, and once citizens are dependent on the state, that is how these authoritarians treat them, like children, telling them how they have to live their lives, how they will raise their children, and exactly what they will eat, think, and do. It always ends up being a trap, either way you turn. Damned if you do, damned if you don't.
