It is not about killing people. It is about destroying enough infrastructure to make them give up. Japan was destroyed but not their will to fight. We had to destroy their will to continue fighting. We did.

If we cause enough pain my hope is it will destroy the leaderships' will to continue to fight or cause the people to revolt in massive numbers to overthrow the regime.
