To me, "interest groups and advocacy organizations" means "we know better than you and are here to protect you because you are an idiot that needs a nanny-state to take care of you".

Except section 12 subsection 2 very specifically gives that power to the president.

It seems that's just for if a secured system, eg, the pentagon or banks get compromised by cyber attack.
