But Trump and his allies’ public allegations stand in stark contrast to what his lawyers are actually claiming— bound by professional ethics rules—in election-related cases in court. In three separate lawsuits in Pennsylvania and cases in Arizona and Nevada, Trump’s lawyers have jettisoned sweeping claims of fraud, instead focusing on relatively small-bore complaints.

To answer the OP question the answer is they knew they would get laughed out of court if they went with the fraud lie, so they went with how States changed their rules and even then failed...

Trump believe the election was stolen because he thought someone would cheat enough for him to win but in the end Biden had more votes than Donald and his minions realized.

As for those calling for more recounts and so on let be clear you will never accept any result unless it says Trump has won, so stop with the nonsense because you are boring me...
