It would help if the Texas government had cooperated and accepted aid. Their governor keeps claiming that they can handle it themselves and don't need FEMA. There is only so much that FEMA is authorized to do without state approval, unless you would like Biden to declare it a national emergancy and have the federal government take full control of the relief efforts.

Gee, that was generous of them after Abbott said last night that the power plants were back on line but downed lines still needed repair.
