Redistricting operates independently from the census. The census is used to allocate House seats. Redistricting can happen at any time and for any legal, constitutional reason.

State's rights? My read of that article is that the USSC pulled lower courts off of gerrymandering rulings.
There is no magic formula that ensures minority seats.
One example I can give is that when districts are gerrymandered to create a minority seat, the democrat's lose other seats, net net losing political power.
