Scam artists don't run budget surpluses...scam artists run budget deficits!
Depends where the money's going. If they're taking in taxes, and giving it to their friends instead of spending it on anything, then they're scam artists.
1) No income tax in Texas.
Income tax is a tax on the rich. Rich people will pay more than poor people for income tax, and sales tax is a tax on the poor.
Sales tax in Texas is 6.25%, groceries are not taxed, however poor people will still likely pay more, for things like their phone, and other daily costs.
2) No inheritance tax, meaning the rich are likely to keep a lot more of their money.
3) No corporate tax.
The surplus seems to have come from inflation, the more things cost, the more tax you pay

Whose paying for this? Rich people will end up paying the most, either through businesses, but poor people will be paying a larger percentage of what earn. Rich people will get a very good deal out of this.
And Texas has one of the lowest taxes per capita
