Maybe because Noem rerouted the funding to pet projects like immigration and there isn't any money left?
Or is it just another "**** you" to a Democratic governor?
There were n reasons given, just a denial.

In Arizona we have a lot of flash flooding. It could cut Phoenix in half taking every bridge with it, Now the US Army has fixed the problem digging out our dry riverbeds. With a spread out population in our flat lands and desert I didn't even know our state had requested funds or if they ever did but I do see it allowed these rabid democrats to blame it on Trump even though he had nothing to do with it or the rain.
