As best I can tell, the 1987 Guadalupe flood killed 10 people (children) when their bus hit water while trying to escape the camp they were in. Not sure how the various other metrics compared, ie time of day, warnings, experience, etc, but there was significantly less loss of life in '87 obviously compared to last week's flooding.

At a Christian academy, buses evacuating children initially encountered modest flooding. While some vehicles turned around in time, a bus and van were stranded when the river rose rapidly.
As the children were trying to leave the stranded buses to safety, a “wall of water, estimated to be as much as half a mile wide, rushed upon the campers,” according to a government report. It scattered the kids. A bus with Seagoville Road Baptist Church on the side was pictured slammed against tangled trees, at an angle and partly under water.
There is no income tax in texas and businesses do not pay state taxes on earnings less than $2 million dollars , but you are mistaken to believe a wanton clever reverse of a and e in taxes as texas from appraisal districts when it comes to bleeding out the nose on property taxes .WRONG.
This could have been avoided. Everyone knows that Texas is a state you go to in order to not pay much in taxes.

Wondering whether going full on westboro baptist church for this issue might clear things up about perceptions expected by religious zealots , by reiterating an emphasis of claims from doctrines , that some underlying sin , or sinner , caused goad to cast judgement on those communities , on the state of texas and on america which was deserved through guilt by association .There isn’t always someone to blame
