You have to realize, the other tariffs Trump can turn to are legislated transfer of tax authority, with a defined situation under which they can be applied, and limits or boundaries to the amount of tax authority being transferred.

Trump can't understand why the constitution has separation of powers, under which he can completely embargo a country, but can't tariff them $1.
