The tariffs were in place, mostly stabilized. They could go down if other Countries set theirs lower.

Knowing all of the charges, surcharges, and fees attached to a purchase.

Such as if I buy something from eBay, I add up the product cost, plus shipping and handling and taxes, and shop based on the total.

Trump changed IEEPA tariffs from 10% to 100% then to 20% then back to 50%
