The operative term here is "preliminary evidence". So "preliminary" as to be obviously ridiculous. There is no reason to see this as racist. Such adaptation to the perceived ability of a listener's understanding is natural to all cultural exchange.
What good is speaking Shakespearean English to anyone in daily life? It has to be adapted to be understood in modern parlance, for those not educated, bathed, in the meanings and manners of the Elizabethan age.
This is not to say that people can be condescending or paternalistic. It is saying that merely identifying speech patterns that are attempts to assure understanding does not mean they are condescending.
