The money spent on its development is a pittance compared to the Space Launch System. Everything on the SLS is thrown away except the Orion Capsule. Just like Apollo 60 years earlier. Starship is revolutionary in potential at a cheaper price. If they get this to work, it may launch as much as Falcon 9 does.
We are phasing out Falcon.

The Starship can launch many more satellites than Falcon. It will be interesting to see if the amount of launches equal the falcon

Space X does a good job, overall. Our Tax Dollars At Work, with over $38 Billion Tax Dollars, Fed Subsidies and contracts, and tax credits. ;)
Are you clueless? If NASA is doing this, there wouldn't be any launch for the next 5 years because of bureaucracy and well possibly added DEI. By launch, the price tag would be no less than $200 billion. You should thank Musk.

There is no way a rocket of this size could be moved by what appears to be a wholly inadequate vehicle. Nor, would a two lane road like that bear the weight.
If it's built for the purpose, yes it can.

SpaceX just pulled off an incredible success. Starship 10 was a 100% success.

Most people think the Starship is only for going to Mars. It is not.

This test is more than a launch and return to Earth.

We launched dummy satellites.
We hovered the 1st stage over the ocean
We returned the 2nd stage to Earth.

If Elon Musk wants any more contracts, the US should own at least 25% of SpaceX.
