USAID stole tax dollars to pack the country with future democrat voters and new bodies for the census.... everything democrats do is to win elections... not by having popular plans or voicing a benefit for the people... they just want to cheat their way to the top....

Rethink SS revenue in general. SS should be based on income, not earnings (and no they aren't the same). The cap can remain in place (or maybe tweaked a little bit).
SS Earnings caps translate into SS Benefits caps. No need to have millionaires and billionaires paying into the system then drawing even bigger benefits payments later.
