Actually a doctor in our area was recently arrested for prescribing thousands of prescriptions for opioids above the norm. So if that limits some doctor's choices fine. If we lock-up a few over-prescribers that sends a message that needs to be sent.

I doubt that your description of what's going on is accurate. For example, how is the term "over-prescribe" defined? Who defined it? If a patient is dying of cancer and in horrible pain, is giving him all the narcotics he wants "over-presribing?"

"Over-prescribing" is defined as giving out narcotic prescriptions when normal medical practice doesn't call for narcotics, and when people (not dying of cancer) die.

Here is an example of "over-prescribing" found on google:
U.S. Attorney said in a news release that "the Dr.", prescribed approximately 2.7 million units of ocycodone, hydrocodone, oxycontin, and fentanyl to almost 3,000 patients between 2016 and 2017. That made him the state's largest single prescriber of those drugs. The indictment also accused "the Dr." of prescribing the opioids to patients "outside the usual course of professional practice and without a legitimate medical purpose".
