I could have sworn teachers do that and not the unions. At least it was in my 21 years as a teacher where I was a union member for only about 7 years.

I worked for the federal government as a teacher for about a year for the Department of Defense at one of the only two high schools in the US. The rest of the time I worked for the county school board and district where I taught for the other 20 years. Not once did the local government have any input to my pay and allowances. Only part of that time was I a union member. Unions do nothing for non-tenured teachers, did you know that? Schools can fire you on a whim for up to the first three years. It happened to me numerous times because of overstaffing and budget cuts as well as just plain old fiscal considerations that I cost them too much money. I never went on strike as that is illegal.
