You're right, and Conway is a master of spin. Probably what happened is that they asked about getting clearances for the kids, then were told how bad it would look to the public, so they rescinded the request, and changed it to inquiry instead of request.
However.............what ya wanna bet that at least one of his kids has a significant position in his cabinet sometime in the next 6 months? He's gonna do it, he just has to figure out a loophole so he can do it legally.
