The Office of the Director of National Intelligence sent criminal referrals to the Justice Department for the whistleblower whose complaint helped trigger President Donald Trump’s 2019 impeachment and for the former intelligence community inspector general who notified Congress of the allegations, Fox News Digital has learned.

"I want to refer information that may constitute possible criminal activity in violation of federal criminal law committed by one or more former employees of the intelligence community," ODNI's general counsel wrote in the referral to the Justice Department.

Fox News Digital on Wednesday reviewed the referrals ODNI sent to the Justice Department.

"The possible criminal activity concerns the circumstances described in the following congressional briefings: Discussion with Intelligence Community Inspector General, House Permanent Select Comm. on Intel., 116th Cong. (2019); Briefing by the Intelligence Community Inspector General, House Permanent Select Comm. on Intel., 116th Cong. (2019)," it continued."

A Washington-based government transparency watchdog has referred former FBI Director Christopher Wray to the Department of Justice and the FBI, urging a criminal investigation into allegations that he had made false statements to Congress and obstructed proceedings in two high-profile cases.

Oversight Project President Mike Howell told Fox News Digital that the group is specifically asking officials to examine Wray's congressional testimony on the so-called Richmond memo from the FBI office in Virginia that exposed an anti-Catholic bias there, and his testimony about a Chinese plot to disseminate illicit driver’s licenses before the 2020 election.

In July 2023, Wray testified before the House Judiciary Committee on the FBI-Richmond memo that had labeled Catholics as potential domestic threats."

Jordan said in the 19-page referral that Thomas Windom, a veteran federal prosecutor who was fired in the second Trump administration, declined to answer dozens of questions from committee staff after meeting with them twice behind closed doors this year.
