Regular government is government the focuses on protecting individual rights (most especially property rights) and keeping the peace. It's also tasked with managing the commons. It has no authority to control "the means of production".

Only those policies based on the fundamental premise of socialism - that the means of production should be controlled democratically - are properly labeled socialist in nature.
