Saudis with a smattering of Jordanians, training funded and facilitated by Saudi officials. Iran and Iraq had nothing to do with it, though they probably raised a glass of goat milk in appreciation.

Iran was involved and the terrorists traveled there. They were planning to take out 20 USA Airliners after the US accidently shot down an Iranian Airliner. They farmed out the Lockerbie Pan Am bombing into Libya to try to keep their hands clean. Regarding SA the people involved are with the Dept of Islamic Affairs which has the same mindset as Iran.
