If they legitimately have 60% enrichment than it is clear they were on the path to a nuke. At worst, they would understand that even just the perception of this pursuit would be unquestionably the reaction of foreign nations.

I just looked at the list of attacks by Iran over the years since they kicked the Shaw out and it is staggering. Iran has attacked us more than anyone else or everyone else combined for a country we were not in any overt military conflict with!
