Everything you said only proves my point.No, "Cali" does not. Some counties allow non citizens to vote in local elections, not federal ones. And again, no they can't hold public office. They can be appointed to some boards and commissions, that's it. Seriously, get better news sources. Youtube videos are not reliable sources.
