The U.S. Navy continued to struggle with scurvy into the 19th century even though the Royal Navy cracked the mystery of the disease in the 18th century thanks to surgeon James Lind. The British began storing citrus fruits on board all of its ships. The British Navy gave its sailors limes or lemon juice rations to ward off scurvy – earning them the nickname of "Limeys" among the American sailors who didn't know about or believe in the preventative treatment.

Yes, both the Continental Congress and Congress had the authority to raise a standing army, they did not have the resources to pay for it. As George Washington could attest.

And since the thirteen states functioned as a union of disjointed individual government which distrusted a strong federal government, they didn’t want the new United States to have a large standing army.

Thus, the Second Amendment recognized the right of individuals to own weapons in order to arm state militias.

This reassured the foes of federalism, and it was a handy way for a very poor country to raise troops if needed.

The United States did not maintain a large standing army until 1940.

I should have said “large” standing army

The army in 1800 was about 4,000 men. A regiment to protect against Indian raids in the west and a component to protect the West Point armory.
