Those who work without pay are not free, so free tuition is irrelevant. There's no difference between this indentured-servitude system and an employer saying, "I'll give you a white-collar job if you first work for free here for four years." Exactly like that.
Or a construction-company boss, "This job will take two years and our clients can't make any money off it until it is finished. So you won't get paid until it is finished. As a scholarship, you won't have to pay for your tools."

A community college is fine for someone who want to pursue a career as a dental hygenist or a radiology technician.
But there are those who might want to look for a job as a Senator or a supreme court justice.
