'Much higher' based on what evidence? Without checking, my impression is Herpes and HPV are far and away the most common STIs, both of which occur in far more heterosexuals than homosexuals.

At Gorham Middle School in Maine students learned about homosexual foreplay during what was supposed to be a Diversity Day presentation.
Students in an 8th grade class were molested by a group known as Proud Rainbow Youth of Southern Maine. This pathetic performance involved assaulting students with descriptions and unsolicited advice regarding safe homosexual sex acts and suggested using saran wrap when giving a blow job if a dental dam was not available. - Not certain if they gave a demonstration.

The situation unfolded two weeks ago during a presentation to Gorham eighth-graders by the Proud Rainbow Youth of Southern Maine, known by the acronym PRYSM. .......... Gorham school officials now have banned the group from speaking in its schools. .... Hager said the matter arose when a lecturer from the group responded after asking students if they had instructions about safe sex. Hager said the students did not pose the question......Howard said her 13-year-old son had told her a speaker at the school used an obscene word and talked explicitly about a sexual practice.

During a workshop for 14-21 year olds , these young people were assaulted by a session that presented unsolicited lessons in FISTING - a homosexual practice where a persons fist is violently thrusted up the partners rectum for sexual pleasure, instead of the penis. A Gay activist also asked students, Spit or swallow?... Is it rude?
In 1991, gay activists in Seattle distributed over 500 packets outside Seattle high schools. The packets contained a booklet entitled 'How to Fuck Safely', it contained nauseating and vivid photographs which included two men performing oral sex.

Gay Agenda in Public Schools
Safer sex practices are a tricky subject in a public-school setting. Best instruction is a graphic demonstration via sex video, but is guarding against kids getting STI/HIV enough of a reason to expose them to such things? Ideally, parents would provide such education, but since many adults don't even have that knowledge, expecting them to educate their own children is perhaps hoping for a bit too much. But is it then for a government school to do it?
Some less-graphic version seems the compromise solution but are euphamisms and 'beating around the bush' going to help protect kids from what's out there? Tricky.
Assuming replies were accurate and they distributed pamphlets titled "How to F* Safely" would seem to be. But was speaking more generally, about sex ed overall. It's a tricky subject balancing practical, actually useful information with not sitting kids down to watch porn at school.
