Umm, as I read the CBS article posted by the OP it states it was the Party conventioneers.
Some may have been legislators.
But not acting as a 'Legislature'.
The headline to this thread is misleading.

Sooo.....no, the election was not correctly decided, and we don't actually know who won the election.
