It is the same with any addiction that humans experience. Many more people can use any substance, or food or sex and not become addicted that is because one in six humans can't control their use...No matter what they use...Of these one in six it is better to rehabilitate them from the addiction than to ignore the addiction and incarcerator them where use continues.
