Our friend is trying to play games with the word "gas." He probably doesn't understand that the dozen or so riot control agents, including CN and CS, are non-lethal crystalline chemical sprays; and not really a "gas" at all.

They are usually released in the form of a liquid spray (aerosol), or as a particulate either in smoke or as a vapor. It can be released in near colorless mist, but is more commonly seen in the white crystalline solid form. Sometimes, depending on the humidity, it can initially appear as blue-white cloud at point of release. Slang name for CS and CN is "Tear gas" --- but is actually powder riding some similar medium; not a gas.

It is not illegal to use as a riot control agent.

Yes I do and the outcome was that the muslims were allowed to carry on using the mosque. All of the above are illegal to possess in the UK so the mosque should have been closed down and then destroyed.
